Abstract: Text, June 23, 1867. A goat owned by esteemed citizen Captain Dan Hickok, is stolen and taken by the young robber to the "pound" in exchange for money. In order for the owner to retrieve it, he must pay a fee, even though it was stolen. Author is against the current law that allows anyone to "seize" animals, take them to the pound, and get paid for it.

The letter regards a bill introduced to the United States Senate by Senator M.A. Hanna, granting pensions and bounties to all ex-slaves who were freed by President Lincoln. Prices to be paid to each ex-slave are listed as organized by age and gender.
