title: Congress versus the Supreme Court revisited : why is it difficult for Congress to restrict the power of the United States Supreme Court?

Abstract: The relationship between the United States Supreme Court and Congress1 has been one of recurring conflicts. Because the organization of our political system consists of three tiers based on a balance of power, struggles among the different branches is inherent. The conflicts between Congress and the Court have been frequent and occasionally intense. On several occasions, especially between 1972-1985, Congress has had difficulty in restricting or "curbing" the power of the Court. The approach I will use in exploring the Court-Congress relationships is a review of controversies between Congress and the Court documented in the existing literature, most especially, legislation introduced to remove certain issues from the Supreme Court's agenda. Therefore, I will focus on a brief review of the history of conflict through the cold war era and competing explanations for congressional failure from the existing literature as well as recent Congress-Court conflicts in the 1970's and 1980's. Second, analysis of more recent congressional hearings dealing with legislation limiting the Court's power from 1972-1985 is conducted in order to determine why it is difficult for Congress to "curb" the Supreme Court's power. In short, this study examines the more recent attacks on the Court through an analysis of congressional hearings.

Abstract: This paper examines the phenomenon of contemporary black Republicanism. In recent years, several black conservatives, most notably U.S. Supreme Court Justice Clarence Thomas, have achieved prominence in U.S. politics. Their views are often antithetical to those of most African-Americans, who have overwhelmingly voted for the Democratic party since the New Deal policies of the Roosevelt Administration and especially the modem Civil Rights Movement. Black Republicanism illustrates the increasing heterogeneity within the black community. The public discourse black Republicanism has generated could reshape the fortunes of both the Democratic and Republican parties.

Abstract: The purpose of these investigations was to histochemically localize specific sites of carbonic anhydrase (CA) activity in hamster and rat pancreas, to compare the two, to examine the CA staining characteristics of precursor cells to pancreatic carcinomas, and to make use of the specific CA inhibitor acetazolamide (AZ) as a check for specificity. The method used was the one developed by Hansson (16), with modifications used in later investigations (7, 21, 26).

Abstract: Heavy metals are known to cause aquatic pollution in the form of industrial effluents. This pollution poses an immediate hazard to the aquatic population and later to mankind due to biomagnifications. Heavy metal pollution in aquatic environments can be monitored by using bio indicators. Oysters are considered good bioindicators due to their filter feeding mechanism. Oysters are relished as food in various coastal regions. Since oysters have the above qualities they are used in the present study to determine the uptake and the release of heavy metals such as copper (II) and chromium (III) under a laboratory controlled environment. The oysters used for this study were obtained from the Sabine Lake. The water samples were collected from the Calcasieu Lake. Oysters were exposed to 4 ppm and 20 ppm of copper (II)) and chromium (III) concentrations. The oyster tissue samples and water samples were analyzed using Inductively Coupled Plasma-Optical Emission Spectroscopy (ICP-OES). The uptake of copper was proportional to the concentration of copper (II) to which the oysters were exposed and the same uptake of this metal was reduced when the oysters were exposed for a longer time. Considerable uptake of chromium (III) was observed, which was not 1566b (oyster tissue). Chromium (III) uptake was found to be proportional to the concentration of the metal and time to which oysters were exposed. The oysters were then studied for the release of the absorbed metals. The oysters contaminated with the metals were placed in short and long purging tanks. When analyzed after the short and long purging times the concentration of the metals in the dried tissue was found to be reduced. Surprisingly, the concentration of the metals in the tissue after short and long purging was found to be nearly same. The present study helped to analyze the behavior of oysters in heavy metal polluted areas. The oysters have the ability to absorb metals when present in highly contaminated water, and they also have the ability to release the absorbed metals when present in unpolluted waters.

Abstract: In Southwest Louisiana, industrial development has caused release of various pollutants such as heavy metals into the environment. The concentrations of heavy metals like Cadmium (Cd), Chromium (Cr), Copper (Cu), Lead (Pb), and Zinc (Zn), were determined in sediment cores taken from Bayou D'Inde in South West Louisiana. Fishing advisories have been posted to prevent excessive consumption of fish caught with in Bayou D'Inde. Previous studies had reported elevated concentrations of heavy metals in sediments along this water way. The current study, conducted two decades later, was designed to determine if these metals had migrated from areas of high concentration. Concentrations as high 109 mg/kg for Cr, 836 mg/kg for Cu, 180 mg/kg for Pb, 267 mg/kg for Zn were found, which are relatively low compared to the previous study.

Abstract: Scute samples of two caiman species, Caiman latirostris and Caiman yacare were collected from eleven different lagoons from Corrientes, Argentina. These sampling sites were selected based on difference in major activities. Some of the sites are with rice production, some with timber plantations, some are near to urban areas, some near to savannahs and some are natural with no much human activity. These samples were dried and were analyzed for the presence of aluminum, arsenic, cadmium, cobalt, chromium, manganese, lead, selenium, zinc and molybdenum using Inductively Coupled Plasma- Optical Emission Spectroscopy (ICP-OES). All the sampling sites showed high levels of aluminum and molybdenum. Samples from rice producing areas were high in arsenic and molybdenum. Samples from the Lagoons near to savannahs were found high in lead and molybdenum. Samples from areas which were natural had low or no heavy metals in them. Samples from sites near to urban areas showed high levels of manganese.

Abstract: The development of industries, the intensification of agriculture, the enlargement of urbanized area and the increase of transport may have caused the release of various pollutants into the environment. Soil pollution due to heavy metals is lethal to living organisms when exceeding the limits. The use of metal accumulating plants like Spartina alterniflora to clean up the contaminated sites is known as phytoremediation. In this study, the phytoremediation capacity of Spartina alterniflora was investigated for the uptake of Nickel from soil contaminated with crude oil. The plant and the experimental soil were collected from the LERC (Louisiana Environmental Research Center). The experimental goal was to grow Spartina alterniflora in three different types of soil: control soil, metal spiked soil and oil spiked soil. A salt of Nickel was added to obtain a 100 ppm concentration in the metal spiked soil. In the oil spiked group, three different concentrations of soils were prepared by adding 190mL, 285mL, and 380mL of oil to pots full of soil respectively. All the experimental soils were taken into one-gallon pots, each containing one of the three soils. Three replicate pots of each soil were prepared. Several stalks of Spartina alterniflora were planted in each pot. The plants were cultivated in the green house in LERC. The plants grew well in all of the pots and were harvested after three months. The plant and the soil were removed from each pot and were separated into their soil, roots, shoots and leaves. These were tested for Nickel using Inductively Coupled Plasma-Optical Emission Spectroscopy (ICP-OES). To study the phytoremediation capacity, the Nickel concentrations of plants grown in metal spiked and oil spiked soils were compared to the plants grown in control soils. The Nickel concentration in metal spiked plants was greater than the plants grown in control soils after harvesting. There is a large difference in the Nickel concentration of roots grown in metal spiked soil before planting and after harvesting. The metal transportation from roots to shoots and leaves was observed in metal spiked plants. The Nickel concentration in the oil spiked plants was less than the plants grown in control soil after harvesting. There is no significant difference in Nickel concentration in Oil spiked plants before planting and after harvesting. These results suggest that Spartina alterniflora has the capacity to uptake Nickel from soil whereas it could not uptake Nickel from soil contaminated with crude oil.

title: Synthesis of trialkylisocyanurates and elucidation of the mechanism of formation using computational studies

Abstract: Chapter 1: Synthesis and characterization of tribenzylisocyanurate and trimethylisocyanurate. Tribenzylisocyanurate was formed unexpectedly in the attempt to synthesize dibenzylimidodicarbonate, (a hyperdeaminative precursor). There are various known methods for the synthesis of isocyanurates. A significant body of work exists on the use of tribenzyl isocyanurates for commercial purposes. The current study involves investigation of the synthesis of trialkyl/aryl isocyanurates using different carbamates (benzyl, methyl, ethyl, t-butyl, and phenyl) and optimization of the synthetic yield. When benzyl carbamate was treated with Grignard reagent (3-methoxy phenyl carbamate) in dry THF, a mixture was formed, separated using MPLC. One of the components was identified as tribenzyl isocynaurate (1.5% yield) using 11-INMR spectroscopy. In a similar fashion, we attempted to synthesize, trimethyl isocyanurate using methyl carbamate as starting material but components were not completely separated. In an attempt to synthesize trimethyl isocyanurate, instead of trimethyl isocyanurate, 3-methoxy phenyl carbamate was formed. Chapter 2: Study of the mechanism of formation of tribenzyl isocyanurates using Computational Methods. The original mechanism proposed for the synthesis of tribenzyl isocyanurates from benzyl carbamate using Grignard reagent (3-methoxy phenyl carbamate) contained several unusual steps including a 4-membered TS, nucleophilic attack occurring in preference to proton transfers and loss of strong bases, apparent "trimerization" with "condensation" i.e. three carbamates are combined with loss of three water molecules. Benzylchloroformate was not incorporated, but was actually used in the reaction. Computational methods were used to analyze the mechanism. These studies revealed that instead of scission of H 2C-O bond in benzyl carbamate anion there is a scission of the bond between the carbonyl carbon and the oxygen. Computational work also helped us to show how the dimerization of isocyanates occurs which is the crucial step for the synthesis of tribenzyl isocyanurates.
