Abstract: Text, date unknown, probably 1930s. General Manager Fuque's Report. A progress report concerning the Louisiana State Penitentiary system. Includes reports by General Manager Henry L. Fuqua from 1918 General Manager Himes' Report of 1931-32 and 1934-36 are included as well. The article discusses the treatment of criminals, mortality rates within the penitentiary, crowding, work programs, staff, prisoner statistics, parole programs, hospitals, discipline methods, youth offenders, escapes, uniforms and overall business aspects. A report by Elizabeth Wisner on Public Welfare Administration in Louisiana published in 1930 is included and quoted generously. The general topic concerns the new system in which the States handles all public welfare within prisons versus an old lease system.

The accounts include one of the first criminal trials in Louisiana against the Governor Bienville, who was impeached in 1707; the prosecution of Denis Braud, first printer of Louisiana; the trials and punishment of suicide, in which curators were appointed to represent corpses and an account of an Indian slave dragged through the streets as a punishment for taking his own life; and a few other odd or tortourous crimes against criminals.

Descriptive article of the events surrounding the movement of the New Orleans city jail to a new building. The old parish prison, built in 1834 is discussed, including its location outside the city before the growth in the last half of the 19th century, the layout and materials of construction, the gallows, notorious hangings, notorious criminals and murders, and ghost stories. The bulding is to be destroyed and the land to become a sewage plant. A list of exections by date and name are listed. Slaves were punished here as well and one story of one man's joke on another slave is recounted. Lastly the new jail and its layout and materials are described. Abstract: Text, June 15, 1899. A Lynching at Reserve. A St. John Mob Leaves its Stamping Ground. A Negro Hanged who had been Legally Freed. Edward Gray Meets the Fate of his Partner, Morrell. After he had been Liberated the Mob Overtook Him. Gray and Morrell were Accused of Having Committed Burglaries. Published in the Times-Democrat. Edward Gray, a New Orleans African American, who was arrested in St. John Parish almost one year ago and charged with a series of burglaries which had been committed in and around St. John Parish was lynched near Reserve, Louisiana, a station on the Yazoo and Mississippi River Valley Railroad, about 50 miles from New Orleans, after having been released by the authorities because there was no evidence against him, from 1899. His supposed partner in the crimes, Morrell was taken from the Edgard Louisiana jail in November of 1898 and hanged in the courtyard.
