Abstract
The third volume of the Register of Free Colored Persons Entitled to Remain in the State was produced by the New Orleans Mayor's Office between 1859 and 1861. Free people of color who were not born in the City of New Orleans, or who were born in the Parish of Orleans and were emancipated after birth, were required to register with the Mayor's Office as free people of color.

The register as a whole is comprised of four volumes created between the years 1840-1864. The roster lists the individual's name, sex, color, age, occupation, place of birth (parish or county, state, country), date of arrival (this section is blank in the majority of entries), additional remarks, and the date that the information was recorded. Information found in the remarks column identifies either the name of the emancipator or the name of the person who verified a free person of color's free status by witnessing or notarizing the act of emancipation. Volume 3 is in English.

The roster is arranged in chronological groups for the years 1859-1861. The names are recorded alphabetically by the first letter of the last name, or as in some cases, the first letter of the only given name. A list of names appearing in the register is available online at www.lecomite.org/indexes/FPOCIndex.txt. Note that this list is an index to a transcription of the register, published by Le Comité des Archives de la Louisiane. The page numbers given in the index refer to the published transcription and not to the manuscript register.

Abstract
Passports for free persons of color in the city of New Orleans are part of a larger manuscript volume entitled Record book of licenses, bakers' declarations, and statements of public works, 1812, and passports, 1818-1831.

The rear of this book contains passports issued by the Office of the Mayor from August 24, 1818 to March 15, 1831. These passports were given to free persons of color to travel outside of New Orleans (and presumably to be able to legally re-enter the city), or, to slaveholders who wished to take their enslaved persons on journeys with them. The passports typically include the the age of an individual, a physical description, and the name of their destination. A name index for the first 18 pages of passports is also included. In French and English.

Abstract
File contains five pages with four abstracts from the Mayor's Docket and two affidavits, dating from 1806-1807. Abstract A, dated March 2, 1807, gives the initial presentment of Territory of Orleans v. Bartolome Burgo. Abstract B on the same page gives the initial presentment for Territory of Orleans v. John Cullanan. On the verso side of that page, Abstract C, dated Sept. 4, 1806, gives the initial presentment for Territory of Orleans v. Christopher Forester, a soldier in the Army. Abstract D, dated Jan. 29, 1807, gives the initial presentment for Territory v. James Wilmoth. Affidavit A is of Charles Longhead and Affidavit B is of George Smith. Noted "discharged" on verso of affidavits' page. All abstracts were written by G. [Chabauo?], secretary.
