Biographical Information
Joseph Savary (active 1791-1822) was a free man of color of Saint-Domingue who served as a captain in the French army during the slave rebellion of 1791-1804. In 1809, he fled then independent Haiti to settle in New Orleans. In 1814, he enlisted 256 Haitian immigrants to form the Second Battalion of Free Men of Color. Savary was the first free man of color to be appointed to the rank of second major of the United States Army. As major, he led his battalion against the English during the Battle of New Orleans (1815). He was the son of Charles Savary and Charlotte Lajoie and had a brother named Belton Savary.</br></br>Joseph Roffignac (1766-1846) was the mayor of New Orleans from 1820-1828. His administration was marked by Gallic-Anglo-American ethnic conflicts, with Roffignac considered a champion of the French community. Born in Angoulême, France in 1766, he arrived New Orleans in the early 1800s as member of the French military force preparing for restoration of Louisiana to France. He married Solidella Montegut, daughter of Dr. Joseph Montegut of New Orleans, a royal surgeon of Louisiana during Spanish domination. He returned to France in 1828 and died there in 1846.</br></br>Felix Herwig Kuntz (1890-1971) was the son of Rosemonde Elizabeth and Emile Kuntz and the brother of Emile N. Kuntz. He was an avid collector of documents, paintings and furniture during and after the Great Depression. The documents in this collection were items that Kuntz collected for his own personal interest.

Description
Mandat de Payment (order to pay) $132 to Mr. (Joseph?) Savary, Jr., a free man of color, for the rental of a cart to the City for three months. The Mayor of New Orleans, J. Roffignac, issued these pay bills or cash vouchers to authorize the City Treasurer to remunerate individuals for services rendered to the City. The mandats were printed forms with pertinent data filled in. Each was signed by the Mayor and usually by the person to whom it was issued, or a designated representative. In French.
