1786, April 5 JOSE DE GALVEZ, MARQUES DE SONORA, EL PARDO, TO BERNARDO DE GALVEZ, CONDE DE GALVEZ, MEXICO, D (January 4, 1787, copy). 2 pp. French. Richmond. On this date I am communicating to the captain general of the two Floridas, the Conde de Galvez [Bernardo de Galvez], the following Royal order: In regard to state affairs and in view of what Your Excellency has stated in his special letter of last October 27th (No. 56) and of the content of the enclosed copy from the Louisiana governor, Don Estevan Miro, about the difficulties that occur when English and American families established at Baton Rouge, Mobile, Pensacola, and Natchez leave the said provinces, please be informed that according to the provisions of the last peace treaty [of 1783], the King has approved the warning that Your Excellency sent to Covernor Miro. He must not interfere with the said families. It is His Majesty's wish that they be permitted to continue to live where they settled under the same conditions. It is necessary, however, that they take a solemn oath of loyalty and obedience to His Majesty and that they not go beyond their present limits or move elsewhere without securing express permission from the government. Those who do not submit to those fair conditions, we shall ship off by sea to the North American colonies at their own expense. If they lack the means, they shall be sent at the King's expense, and the Crown shall seize their properties when possible. This same concession is to be extended to the inhabitants of East Florida, if it is appropriate, and those of Natchez and other places in both Floridas. In these areas, it will benefit us to establish Parishes with Irish priests in order to bring the said colonists, their children, and families to our religion with the gentleness and kindness that are advised by the authorities themselves.
